Established in 1973 by local music supporters—sparked by Bill Wilson’s inspiration from plaza bands in Mexico—the McAllen Wind Ensemble (originally the McAllen Town Band) held its first rehearsal in November 1973 at McAllen High School. Their inaugural concert took place in Archer Park on March 31, 1974. Shortly thereafter, they began beloved community traditions like the July 4th and Christmas concerts. Since then, the ensemble has been a cornerstone of musical culture in the Rio Grande Valley, performing locally and in Mexico, and officially incorporated as a non-profit in 1974 with ongoing support from the City of McAllen and Parks and Recreation Department.
To uplift and enrich the cultural life of the Río Grande Valley by providing outstanding musical performances and serving as a creative outlet for both amateur and professional musicians. The Ensemble aims to bring quality wind ensemble music to diverse audiences while fostering community pride and participation.

Roger Olivarez Jr. brings over 40 years of music education experience to the McAllen Wind Ensemble, where he has served as Musical Director since 2014. He spent his career with Rio Grande City CISD, including roles as Assistant Band Director, Head Band Director, and Fine Arts Director. Under his leadership, the Rio Grande City High School band earned top honors at UIL competitions and festivals across Texas.
A former TMEA President and longtime music advocate, Roger is an active member of TMEA, TBA, TMAA, and Phi Beta Mu. He has judged and led clinics statewide, always promoting teamwork and community in music education.
Now retired from education, Roger serves as a City Commissioner for Rio Grande City and Chairman of the Starr County Appraisal District Board. In 2025, he will be inducted into the Rio Grande Valley Band Directors’ Hall of Fame.
